Federal Skilled Worker Program
The Federal Skilled Worker Program is managed through Express Entry. Applicants must first meet the program requirements for skilled work, language, education, and other factors. Eligible candidates then enter the Express Entry pool, where their profile is ranked separately.

Core eligibility factors
FSWP eligibility depends on skilled work experience (NOC TEER 0, 1, 2 or 3 occupations), language ability, education, adaptability, and a minimum points threshold. Each factor contributes to the 100-point grid used to determine program eligibility — separate from the CRS.
Language requirements
A minimum CLB 7 in English or French is required across all four abilities: reading, writing, speaking, and listening. IELTS General Training, CELPIP, or TEF Canada scores must be submitted. Results must be less than two years old.
Education requirements
If educated outside Canada, an Educational Credential Assessment (ECA) from a designated organization is required to have foreign education counted. Canadian credentials are assessed differently and do not require an ECA.
After qualifying for the pool
Once eligible, the profile enters the Express Entry pool and receives a CRS score. Invitations to Apply are drawn periodically. After receiving an ITA, there is a 60-day window to submit a complete application including all required documents.
