Participating provinces and territories operate their own nomination streams. Some are linked to Express Entry; others follow a separate provincial application process. Occupation, local employment, study history, family connection, language ability, and provincial priorities can affect eligibility.

Enhanced vs. base PNP streams
Enhanced PNP streams are linked to Express Entry. A provincial nomination adds 600 CRS points, making the candidate highly competitive for a federal invitation. Base streams follow a separate provincial application process that leads directly to a federal permanent residence application outside Express Entry.
Provincial selection priorities
Each province selects candidates based on its own economic and population goals. A profile that does not score well in the federal pool may still be competitive under a specific provincial stream. Local employment, education, or community connection can be key factors.
Participating provinces
Ontario (OINP), British Columbia (BC PNP), Alberta (AAIP), Saskatchewan (SINP), Manitoba (MPNP), Nova Scotia, New Brunswick, Prince Edward Island, Newfoundland and Labrador, Yukon, and Northwest Territories all operate PNPs. Quebec and Nunavut are not part of the standard PNP framework.
