Quebec Skilled Worker Selection — PSTQ
The Programme de sélection des travailleurs qualifiés (PSTQ) uses separate streams for high qualification and specialized skills, intermediate and manual skills, regulated professions, and exceptional talent. Candidates must meet the criteria applied to the relevant selection and invitation process.

Quebec's separate selection system
Quebec selects its own skilled immigrants under a bilateral agreement with the federal government. Selected candidates receive a Quebec Selection Certificate (CSQ), after which they apply to IRCC for federal permanent residence. The CSQ is not a visa.
PSTQ streams
The PSTQ has four main streams: High Qualification and Specialized Skills, Intermediate and Manual Skills, Regulated Professions, and Exceptional Talent. Each stream has different criteria and may open and close independently based on Quebec's priorities.
Arrima and expressions of interest
Most PSTQ candidates register through the Arrima platform. Quebec invites candidates from the pool according to its own schedule and selection priorities. The invitation score varies depending on the stream and period.
Language in Quebec
French language ability is highly valued in the Quebec selection grid. Demonstrating strong French proficiency significantly improves a candidate's score and overall competitiveness.
